Major issue definition: labeled P1/P2 or part of an agreed milestone.

Maintainer-approved: work is merged or explicitly marked completed and linked to the issue.

Consistency:

• At least 2 merged PRs in the 14-day window.

Notes: Auto-generated changes, whitespace-only/format-only changes, or noisy “PR spam” do not count. CI/tests must pass where applicable.
